It is important that my constituents have an understanding of what I am doing in Harrisburg to help the 44th Senatorial District and the State of Pennsylvania. I have added this section to my website to keep you updated on some of the pressing legislation that I have introduced into the Senate. My Legislation

  • SB 883 - Senate Bill 883 establishes "child protection zones" by prohibiting convicted sexually violent predators from residing or being present within 1,500 feet of an elementary or secondary school, child care center or playground. In less populated areas, that child protection zone would extend to 3,000 feet. Bill History
  • SB 1035 - Senate Bill 1035 functions much like returnable beverage programs in other states, in that the redemption rate for returnable containers will be 5 cents per bottle.  All unclaimed deposits will be transferred into a special account where 3 cents out of every 5 cent unclaimed deposit will be transferred to the Hazardous Sites Cleanup Account to fund the environmental remediation of polluted sites throughout the Commonwealth. The remaining 2 cents will go to retailers and redemption centers who handle the recyclable containers. Bill History
  • SB 1048 - Senate Bill 1048 establishes limitations for trichloroethylene in facilities that manufacture narrow tubing and requires these facilities to meet the emission limitation standards for a halogenated hazardous air pollutant solvent as contained in 40 CFR Pt. 63 (relating to national air emission standards for hazardous air pollutants.  The limitation regulations will expire one year after the effective date of this legislation and any future use of TCE in Pennsylvania would be prohibited.   • SB 350 - Senate Bill 350 amends the Constitution of the Commonwealth of Pennsylvania to require local governments and school districts to give each volunteer firefighter and emergency medical technician a 15% discount on their individual (non-business) real estate taxes if they volunteer at least 100 hours every year and initially for at least 2 consecutive years.   • SB 314 -  Senate Bill 314 prohibits smoking in all indoor public areas owned or operated by a private individual if children (17 or under) are employed or permitted in the establishment. If a private business chooses to continue to permit smoking in its establishment, it must place a sign at the entrance of its establishment which states that individuals under 18 years of age are not permitted entrance due to smoking.   Private homes are exempt, unless there is a licensed daycare business in the home.
